Publications about oil pollution are distributed in the maritime circles of Western European countries

The English Chamber of Shipping, the Liverpool Shipowners' Association, the Transport Commission and the Committee for the Regulation of Shipping and Fisheries have issued instructions and circulars for shipping personnel, as well as brochures and posters. They identify specific measures to prevent pollution of the waters and the coast and make calls for the conservation of fish stocks, seabirds and other riches of the sea. A Notice for seafarers was issued in Germany (issue 39, October 2, 1954), which contained maps indicating the zones prohibited by the International Convention for oil discharge. In the spring of 1957, the German Ministry of Transport issued a printed explanation entitled "Oil — the oil plague", intended for the captains of German ships and interested officials (shipowners, heads of departments and societies for the protection of nature and birds, etc.). This appeal is widely known in other countries. There is an English translation of it called "Oil — oil pollution".


Such publications are distributed among the maritime circles of Western European countries and the captains of foreign ships entering German ports or passing through the Kiel Canal.


Translations of such documents into English have also been made for the Scandinavian Committee for the Control of Marine Oil Pollution (Stockholm).


The Scandinavian Committee also released memos and posters with the inscription ia in English, Danish, Finnish, Norwegian and Swedish.


A guide for merchant seamen has been published in the Netherlands on this issue. Similar instructions have been issued in other countries.


In a number of countries, the Government has issued mandatory regulations to prevent marine pollution.


For example, in 1956, the Law on Oil in Navigable Waters came into force in England, which prohibits the discharge of not only petroleum products, but also ballast water containing 1 million parts more than 100 parts of oil, at a distance closer than 100 miles from the coast of the country.


Special regulations issued in Germany provide for a fine of up to 10 thousand marks for violating the established rules for the prevention of oil pollution in the waters of ports.
